Overview: Canada's Permanent Residency System

Canada is one of the most welcoming countries in the world for immigrants, with multiple, well-defined pathways to permanent residency (PR). Unlike many countries, Canada actively targets skilled workers, international graduates, and family members for PR — with clear processing times and transparent selection criteria.

This guide summarises the major PR pathways available to most applicants in 2025.

Express Entry (Federal Economic Programs)

Express Entry manages three federal programs for skilled workers:

Federal Skilled Worker Program (FSWP): For skilled workers outside Canada with at least 1 year of continuous skilled work experience, CLB 7 language scores, and 67+ points on the FSWP selection grid. This is the primary pathway for internationally trained professionals who have not yet worked in Canada.

Canadian Experience Class (CEC): For people with at least 1 year of skilled Canadian work experience. CEC candidates score highly in the CRS system because Canadian experience is heavily weighted. Processing is typically faster than FSWP.

Federal Skilled Trades Program (FSTP): For skilled trade workers (electricians, plumbers, carpenters, etc.) with at least 2 years of trade experience and either a Canadian job offer or a provincial trade certificate.

Cost: Government fee for PR is CAD 1,325 per principal applicant + CAD 1,325 for a spouse + CAD 230 per dependent child.

Processing time: 6 months after receiving an ITA (IRCC's target).

Provincial Nominee Programs (PNP)

Every Canadian province and territory (except Quebec and Nunavut) operates its own Provincial Nominee Program, targeting workers, graduates, and entrepreneurs in occupations in demand locally. A provincial nomination adds 600 CRS points to your Express Entry profile, virtually guaranteeing an ITA.

Popular PNP streams include:

  • Ontario Immigrant Nominee Program (OINP): Masters Graduate stream, PhD Graduate stream, Human Capital Priorities stream (targeted draws from Express Entry pool)
  • BC PNP: Skills Immigration streams for workers already in BC
  • Alberta AINP: Alberta Advantage Immigration Program with employer-driven and express entry streams
  • Atlantic Immigration Program: Covers New Brunswick, Nova Scotia, PEI, and Newfoundland — designed to grow Atlantic Canadian communities with overseas workers and graduates

PNPs often have lower CRS cut-offs than federal Express Entry all-program draws, and many are specifically designed for people already in the province on a work permit.

Family Sponsorship

Canadian citizens and permanent residents can sponsor close family members for PR:

Spousal/Common-Law Partner Sponsorship: The most common family sponsorship pathway. Processing target is 12 months for outland (overseas) applications. The sponsored spouse or partner must have no inadmissibility issues and the sponsor must meet a minimum income requirement.

Parents and Grandparents Program: Canada opens a limited number of invitations each year through a lottery. Alternatively, parents and grandparents can apply for a Super Visa — a multi-entry visitor visa valid for up to 10 years with stays of up to 5 years.

Dependent Children: Children under 22 who are not married or in a common-law relationship can be sponsored as dependants.

Atlantic Immigration Program (AIP)

The Atlantic Immigration Program is a permanent residence pathway for skilled workers and international graduates who want to settle in Atlantic Canada (New Brunswick, Nova Scotia, Prince Edward Island, or Newfoundland and Labrador). It requires a job offer from a designated employer in one of the four Atlantic provinces.

AIP is employer-driven and does not require a Labour Market Impact Assessment (LMIA). Processing times are typically 6–12 months.

Rural and Northern Immigration Pilot (RNIP)

RNIP helps smaller rural communities outside of major cities attract and retain skilled workers. It requires a job offer from an employer in one of the designated rural communities, and community recommendation. It is a niche but effective pathway for people willing to settle in smaller Canadian towns.

Start-Up Visa Program

For entrepreneurs who have a business idea supported by a designated Canadian venture capital fund, angel investor group, or business incubator. The supported entrepreneur can apply for permanent residency before their business is established in Canada. Processing times are longer (12–24 months), and securing a letter of support from a designated organisation is competitive.
